[Wiki Loves Monuments] Photo eligibility

Hi Neville,

One more thing to add to the earlier emails on this thread:

If I go to Malta's landing page at
https://commons.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2016_in_Malta
the most prominent/eye-catching option in the page for me is the "Upload
your photos" button. That's put before the 4 steps explaining how you want
me to use that button. You may want to reorder the landing page so people
first see the 4 steps. Also, in Step 4 you can emphasize again that people
should go to the lists that you have linked in Step 1 and find the upload
button corresponding to each monument to upload photos for that monument.
This way, it becomes clearer to your audience that there is a preferred way
for uploading photos.

You may also want to consider to replace the "Upload your photos" button
with some other actionable button independent of whether you change the
order with which you represent content in your page. For example, instead
of that button linking to Upload Wizard, you can link it to first step
people should take to get started (creating account, looking up the list of
monuments close to them, etc.).
