[Wiki Loves Monuments] Photo eligibility

Hi all,
As this relates probably, I think it might be clear to clarify this
question from the perspective of the international jurying.
The method with which images are uploaded are to the international
competition not a blocker - the question is whether they have the correct
template (not the category!) on their pages. The template will also add the
category automatically. Also, it is important that the monument is properly
identified.
If people add this after upload, that is fine. But I would say they have to
do it before the end of the competition.
You can't add the template for them without their explicit permission,
because that would mean entering someone else into a competition they
didn't sign up for. That would not be a Good Thing :)
