[Wiki Loves Monuments] Update from wlm Perú

Hey Jonattan,

That sounds like great progress indeed! Glad to hear you have such
productive contacts with the ministry.

We were also able to get an image donation by the Dutch national heritage
authority (comparable with your ministry, I think) and we learned that it
is probably a good idea to do this donation /after/ Wiki Loves Monuments.
Because if you announce a big image donation, the incentive to submit
photos (by participants) is lower. That has as benefit that you do not have
to hurry, and can postpone the donation until after the competition is
finished.

A photographer from the ministry in your jury sounds like a very good idea!
