[Wiki Loves Monuments] Warn people without mail address -> bot ?

It looks pretty possible, I can start writing this later today and put in
the BRFA tomorrow.

To confirm:
1) Check to see if user who has image in a category/list has email.
2) If not, post to their talk page that they need an email to participate.

Anything else that would be needed?
