[Wiki Loves Monuments] Warn people without mail address -> bot ?

Sounds about right. But please note that the text should say they need also
to confirm their email address. Maybe setting up a short help page
explaining that would be helpful? (incl checking spam filter etc) Having a
translated message would be ideal.
