[Wiki Loves Monuments] monuments in cameroon, what to do if there is no "id"

Hi Rupert,

In Israel we created our own IDs because the relevant authorities didn't
have them. Feel free to create your own, but of course they should follow
some logic, preferably one that's easy to understand for the general public.
