[Wiki Loves Monuments] Upload form

Hi Mike,

thanks for your input. The form will be simple enough that they can use it -
if not, the form is not good enough for us either :) We will reduce the
workflow as much as possible and make a special WLM upload form on commons
filling in everything we can already. You would end up with the same result
more or less as your suggestion, but then people would be doing it /on
commons/ and get familiar with it. Like Maarten said, we shouldn't be going
back on decisions like this, otherwise we will not be in time for the
contest.

As a sidenote, this is the first time I hear about Kosovo in this context -
perhaps you could explain in a seperate thread in a bit more detail what you
are referring to exactly? Because I am not aware of Kosovo participating in
WLM :) (and it is very short time now, so we should get a better image of
the status where you are, and what still needs to happen to see if it is
realistic and if you need help)
