[Wiki Loves Monuments] how to label photos that won't be part of the competition

Yeah, a good definition is important here :) We could also make both
categories: "Disqualified images from Wiki Loves Monuments 2016" and "Not
considered images from Wiki Loves Monuments 2016" (or if someone knows a
better category name, just suggest it). The first should include images
that were removed on formal grounds, the second images that were removed
from consideration for other reasons.

For the record: both would not be considered as 'part of the competition'
for Guinness World Record purposes, if that were to become relevant again.
For that, they actually need to compete for the prizes somehow.
