[Wiki Loves Monuments] connection refused when using UploadWizard

Is it all uploads, or only for the wizard? You could try the old upload
form (I think it's still active?). Also, you could try to upload to a local
wiki.

Testing different (local) ISP's might indeed also be a good one.
