[Wiki Loves Monuments] New program toolkit: Photo contests and events

Hi Maria,

as we discussed before, maybe this is not the best month to make big steps
in this field.

I would suggest to ask again for feedback in a few weeks from now, and wait
with translation until that gets implemented. Maybe that way, you get more
helpful feedback than right now.
