[Wiki Loves Monuments] Individual Engagement Grant for Updating the WLM Jury Tool

Added links to the WLX Jury tool. After national selection process ends in
July  for Wiki Loves Earth 2015 we plan to run a evaluation survey of the
jury tool(s). We may also include users of others jury tools,  but it would
be more trustworthy if their developers or supporters are included in the
design and execution of the survey. Unfortunately the was no answer  from
the starter of this thread on the survey suggestion there
