[Wiki Loves Monuments] Warn people without mail address -> bot ?

Thanks! I have finished writing the software portion, ran a test run, and
submitted a bot request.

If we have any commons admins on the mailing list, if you could take a look
at the request for ContinuityBot, that would be much appreciated.
