[Wiki Loves Monuments] Warn people without mail address -> bot ?

Hi Jason, hi all,
our cat is
https://commons.wikimedia.org/wiki/Category:Images_from_Wiki_Loves_Monuments_2014_in_France
and
it would be nice if you can subst this template on talk pages
 {{Template:Wlmfr2014 missing email}}.

This template is really basic and certainly needs to be translated in more
languages, don't hesitate.
