[Wiki Loves Monuments] [Wlm2013-l] drop off in submissions, banner

Hi Michael,

please note that the banner texts are language specific (with the exception
of the USA). What you change in English, should work in most of the world
because English is the fallback default. I understand that creating an
exception banner for a particular country is a lot of work (it involved the
creation of tens of pages at the very least). This happened in the US
because there was major confusion over the terminology - it is not
impossible, but also not something to engage in lightly.

I would prefer to find a solution that also works for people who don't have
English as their native language.
