[Wiki Loves Monuments] UploadWizard bug?

The UploadWizard bug in this case was that fields were being marked as
'required' even when they did not have the required property set to
true.

I've filed a bug at
https://bugzilla.wikimedia.org/show_bug.cgi?id=53842 and proposed a
patch to fix this at https://gerrit.wikimedia.org/r/#/c/83082/

Note that if the 'required': true property is set to true, the field
still will not let users continue without setting the id. The bug was
only about the display of the red asterisk.
