[Wiki Loves Monuments] Improved tool for listing WLM uploads

Only a small error in sorting in

http://toolserver.org/~platonides/wlm/uploads.php

the selection of newer (left shown) and older (right) is inverted. (at 
minimum in german - other I don't know)

the "new" shows 31-08-20 at first the old - today

but overall a good instrument
