[Wiki Loves Monuments] open source software for running the competition

Then I may suggest flickr and panoramio groups, or whatever photo
sharing software is used over there. We couldn't find any good
solutions for Picasa, but if anyone does know of any, please share. Of
course, that website MUST allow licensing the photo as CCBY or CCBYSA.
Last year, Flickr provided 20% of our photos and it looks like the
same thing is going to happen this year.

I also remember Hungary used some custom solution due to the list
licensing limitations, I'm sure they could tell you more about that.
