[Wiki Loves Monuments] how many photos from each country will take part from European WLM

I participated in organizing some competitions "scaled" (or level 
organizated) ,much more modest but with the same purpose:increase the 
interest and participation.
In these contests is often used the formula to select finalist works by 
the "local" jury and, of course, the local winners. The local 
organization then sends all the finalists works (awarded or not) at 
"general" competitionand the "general" jury will select the winners 
among all the "local" finalists. This presents advantages in terms of 
participants: If your work is finalist it colud be awared localy or 
general, or both, or none.
The photography is an art and therefore has a touch of subjectivity that 
is given by the people of the jury. Is normal in such competitions That 
win a work that has not been awarded locally.
