[Wiki Loves Monuments] how many photos from each country will take part from European WLM

Well then, that says it all. The winners from each contest are eligible for
the european contest. But since each country has its own rules, and the
number of winners (from different categories) depends on those rules, it
think Nuno has the best solution. Send 5 (i would go with only 5) from each
category. Even if there are only 3 official local winners with a local
prize, the 5 best will be considered to go to the european contest.
