[Translators-l] Flow satisfaction survey (priority on ar, bs, ca, eo, de, he, pt, ur, zh)

So IMHO, the ongoing test of transition of net-centers is just failing, or
(if it was already finished) the configuration of wikis has not been
returned correctly to normal working mode, and all job queues are now full.
