Certainly because you have subscribed to the Wikimedia Translators list.
The mail was not sent strictly to you but to the list. I received it as
well (even though I can't read Persian, I just used the Google Translation
tool to see what it means).
Anyway, the user was asking for money for his translations and complained
that he did not have a "Paï-Pahlle" (sic!) account. Sorry for him, but
translators on Wikimedia are usually not paid (except in very specific
projects for which you *may* be granted a small part of a total granted for
these specific translations).
The conditions for these grants are expiained before you start (not every
payment systems are possible as they require additional costs notably for
transfering small amounts to many contributors).
But even in this case most of those that won the grant have optend to just
leave the amount to the Foundation as a standard donation (to support the
infrastructure, the maintenance and operational costs, and organizing
events in some countries or where development and training is needed, or to
pay some necessary developments, or pay licences for some contents that
would otherwise not be available to everyone, or to pay access rights to
public libraries to scan books and photos... There are various needs
explained in the budget information documents published regularly by the
foundation that alos explains each year how the donations will be used for
new projects wanted, discusses and first approved by the community).
