[Mediawiki-i18n] Shrinking level of MediaWiki extensions localisation

The stats page doesn't tell, here are the current absolute numbers:

I don't know if the absolute number increased; my feeling is that simply 
some languages reduced their activity and are not keeping pace with the 
newly added messages and messages invalidated: old messages are all 
translated, new ones very little.
"Big offenders" are extensions like AFTv4 (later even removed), AFTv5 
and EducationProgram but also Moodbar, Echo, which have many messages 
(over a thousand in total) and are untranslated in pt, probably also 
because they're hard to translated.
