[Mediawiki-i18n] I18n deployment 2012-05-22

The next i18n deployment is on Tuesday 2012-05-22 at 16:30-17:30 UTC

The plan:
* Merge Interwiki extension [1] into 1.20wmf3 branch, but not enable
the extension until 1.20wmf3 is deployed to all projects.
* Deploy various bug fixes to TranslationNotifications extension [2].
