[Wiki Loves Monuments] how to label photos that won't be part of the competition

Would it be helpful to create one category on an international level with
excluded images (because of copyvio, or because the uploader is
out-of-competition) so that the jury tools can directly draw upon that? You
could put national out-of-competition categories immediately into that.
