I understand and I didn't ask for transfer on daily basis (in fact, I even
pointed that it can be done any time by a sysop), that why I support the «
keep on hold » on the deletion request.
I'd like to help but I'm quite busy with WLM FR and other wiki-stuff ;
plus, I don't know at all russian law or ruwp, so I'm afraid I won't be of
much help).

Thanks for this very strange but illuminating answer. Sorry to hear about
you bad experience.
I still think that having Commons users on the WLM is useful (and maybe
even mandatory for a succesful WLM), but it seems indeed that your context
is quite peculiar.
