[Wiki Loves Monuments] Jury tool: do you have a plan?

Dear all
To be clear I am checking the scenario for the jury tool. I don't have any
and I would not create a new one but to give a list to the local teams.

It's time to think about it because the list of the national winners must
be ready for  the end of October to be eligible for national contest.

The grant we received covers the international prizes but the fiscal
sponsorship must end in December.

So the time is short.
