[Wiki Loves Monuments] 2014 contest

[Nicu Buculei]

We have plans to keep WLM 2014 in Romania even if there won't be an
international contest. I can't tell by now if it will happen for sure
(a decision is to be made by February-March), but so far we operated
under the assumption of doing it alone.
If there will be an international contest, we will gladly join it.
