[Wiki Loves Monuments] Double check: WLM notice not shown to anonymous user on it.wiki

Hi all,
I am currently logged in and I can see the WLM banner on it.wiki (the
"WIki Loves Monuments: photograph a monument, help Wikipedia and
win"[*]), if I log off the banner disappers. I have tested this
behavior with 3 browser (Chromium, Firefox, Epiphany on Linux) and I
was wondering if this is intended.

Shouldn't the banner visible for everyone.
