[Wiki Loves Monuments] Jury tools [2nd turn]

We've been using this tool to narrow down the pool of total photos to
something smaller.
http://toolserver.org/~kaldari/reviewer/

Right now it has helped select about 2500 photos from the more than 15,000
in the U.S. After the contest is over, Kaldari is going to reset it to
review the ~2500+- photos and get an even smaller number that a group of
WikiProject:National Register of Historic Places volunteers are going to
narrow even further to ~500 photos to give to the jury.

At least that is the plan today. Maybe with Itzik's cool new tool we will
change the plan :)
