[Wiki Loves Monuments] Developing voting system for the juries

Hi Jane,

Maybe I didn't explain myself right. This system is not to be uses on
Commons, and not by the public. It's a really separate one which only
importing the photos from a specific category and allowing only specific
people to rate them (the juries)..
