[Wiki Loves Monuments] Help make contact with user

So,

One of the winning pictures in WLM-IL is this picture:

The problem, we can't contact the users as there is no option "send
email"... meaning we can't notify him (or asking to get the file in a
better quality)..

According to the rules, a user without email cannot participate, but before
we ignore his winning, any idea or help tracking and contact him?
