[Wiki Loves Monuments] WLM CZ winners announced

Hi,

I'd like to share the press release of the Philippine Department of Foreign
Affairs on its website about this

It was Philippine Ambassador the the Czech Republic who received the award
in behalf of Carmelo Bayarcal. Thanks guys for accommodating her.
