I think such use would be very helpful - I personally was definitely
planning on that yes. It makes little sense to bother everybody in other
countries with announcements they cannot use.

Another option is to do everything language based, which has as advantage
that you also "catch" the tourists, but then you dont get all the people at
enwiki for example.
