[Wiki Loves Monuments] Open Issue: budget

Dear all,

thanks to Wikimedia Deutschland, Wikimedia Nederland and Wikimedia Polskawe
have 5000 euro budget available and Wikimedia CH has also expressed an
interest to help out, but did not specify a budget yet. I will work on a
more targeted budget (trying to fit it together) and let you know what goes
where. Soon more news.
