There are several keywords to get the tiltle of the page 
<https://www.mediawiki.org/wiki/Help:Magic_words#Page_names>, and any 
part of it can be extracted with #titleparts 
<https://www.mediawiki.org/wiki/Help:Extension:ParserFunctions#.23titleparts>.

So probably something like     {{#titleparts: |{{PAGENAME}}| | 2 | 3 }}
