[Translators-l] Ready for early translation: Tech News #21 (2016)

Hello,
In direct translation link, if you let "language" parameter empty, I don't
see any thing to translate. This is fixed if I remove "language" parameter:
my language is used to translate and the elements are shown.
So, for me (and probably for other translators), the correct link is
https://meta.wikimedia.org/w/index.php?title=Special:Translate&group=page-Tech%2FNews%2F2016%2F21&action=page&filter=

Should I report this on Phabricator ?
