I gave this information:

to someone who I know is eager to tell that he dislikes notifications 
as too complex and mostly superfluous time wasters.

I got a harsh feedback saying that feedback was impossible. He did not 
have a phabricator account and does not want one, and even after logging 
into <https://www.mediawiki.org/>, there was no "add section" link on 
the page, only "versions".
