[Translators-l] Ready for early translation: Tech News bulletin #17 (2014)

A note for the translators who frequently use translation memory
suggestions: the part that says "The latest version of MediaWiki was added
to test wikis and so on" now has $wmf24 and not $mwf23. I usually paste
that part and change the dates, and this time you need to change this
number as well.
