[Translators-l] Global bans RFC translation request

Translate the draft to French (note : there were orthographic typos in
the cited French version of the sentence extracted from the new
policy, I corrected them in the new policy page as well, in that
sentence of section 10 using the translation tool, so that it matches
also the citation in this draft page).
