[Translators-l] Central notice re travel guide

Thank you Jon Harald Soby for adding the request to the translation requests page. How about adding the "translate" link to the central notice itself?

IMHO the old translation page was better. Or, there should be at least a "translate" button in the central notice linked to the translation page of the central notice.
