[Translators-l] Multiple Translation notifications - Broken Extension

So I promised I would keep you guys in the loop.

The extension still is sending out repeating notifications a day after the
last request. As as a result we have blocked my meta staff account and
locked out the translation notification bot that delivers local
notifications to you guys in hope that this will at least stem more
duplicates

The main bug for this issue is
https://bugzilla.wikimedia.org/show_bug.cgi?id=42715 but some of us believe
that its related to issues with the jobqueue (see:
https://bugzilla.wikimedia.org/show_bug.cgi?id=42614)
