[Translators-l] Important translation request - March 2011 WMF update

I already see the translated Hebrew banner on Meta and Incubator. I am
in the middle of translating of the complete article into Hebrew and i
would like to ask not enable the banner on the Hebrew Wikipedia,
Wikisource etc., before i finish it. I plan to finish it tomorow. This
is probably the right thing to do for all the languages, but there
needs to be a way to notify the admins about it.
