[Mediawiki-i18n] proposal to split core messages to several files

All messages should ideally be translated, even the most internal and
technical ones. Decisions about prioritization should be left to the
translators. Dividing one big group into several smaller groups that have
clear titles should make prioritization easier.

. But this is just my opinion, and everybody should decide for themselves
where to invest their volunteering time.)
