The feature was added to PHP plural support in
https://gerrit.wikimedia.org/r/#/c/23943/ and then added to javascript
in https://gerrit.wikimedia.org/r/#/c/73567 (Bug:
https://bugzilla.wikimedia.org/show_bug.cgi?id=51284) - in July 2013.

I can confirm the bug. I have a
patch(https://gerrit.wikimedia.org/r/#/c/156237/), need some more
testing.
