[Mediawiki-i18n] CLDR 24 plurals

Hi,

I noticed that we haven't updated the plural rules in MediaWiki core. When
I looked at the file, I also noticed that the syntax of the rules became
significantly different.

Here's the file:
http://unicode.org/cldr/trac/browser/tags/release-24/common/supplemental/plurals.xml

Is there any plan to update it in the core?
