[Mediawiki-i18n] Enabling the Translate and UniversalLanguageSelector extensions on Commons

Hoi,
With the Universal Language Selector the English language will have support
for the Open-Dyslexic font. Given that on average 7% of a population
suffers from dyslexia there are many more people who will be enabled to use
Commons...

It takes work to enable the Universal Language Selector for the English
Wikipedia and other projects.. It has to do with caching. It is quite
likely that this is also preventing the ULS on Commons.
