[Mediawiki-i18n] I18n deployment 2012-05-08

Today we are going to try again deploying Translation Notifications
[1] to meta.wikimedia.org and mediawiki.org, possibly also to
incubator and wikimania2012.

The deployment windows is at 16:30-17:30 UTC today, but that is
suspect to change (again) starting from next week.
