[Mediawiki-i18n] Moving "cite_text-xx" into SpecialCite.i18n.php

I am thinking about moving the text files "cite_text-xx"
https://gerrit.wikimedia.org/r/gitweb?p=mediawiki/extensions/Cite.git;a=tree
into SpecialCite.i18n.php to make them available for translation.

Currently we have 23 translation only and no simple way to add new
translations (besides direct Git commits of new files).

Are there any objections against my idea?
