[Mediawiki-i18n] Variables within messages

Another question related with context.  Are there guidelines for developers regarding system message creation?  Some messages seem really silly to me.  Take for instance "whitelistedittext".  The English is written as "You have to $1 to edit pages."  What is $1?  Will it seriously ever be anything other than "login"?  If so then I need to use the grammar function, but if not I can just translate it without the variable.  Yes?  No?
