[Translators-l] Ready for early translation: Tech News summary #2 (2014)

Hi again,
this is just to let you know that after reviewing Bugzilla bugs and 
Gerrit patches that got fixed and merged since I last looked at them 
yesterday, I froze this week's issue of Tech News and published its 
final version at 
<https://meta.wikimedia.org/wiki/Special:MyLanguage/Tech/News/2014/02>.

Two messages have been updated since my original announcement:
* <https://meta.wikimedia.org/wiki/Translations:Tech/News/2014/02/29/en>
was changed to use future tense per Philippe's suggestion voiced on this 
mailing list;
* <https://meta.wikimedia.org/wiki/Translations:Tech/News/2014/02/31/en> 
— the wording was changed from "some wikis" to "most wikis" per 
Nemo_bis's edit.

One message was added by Amir (and then subsequently simplified by 
myself and Guillaume):

If you haven't yet updated or translated those messages, now will be a 
good time to do so. From now on, there will be no more changes coming.

The newsletter will be distributed to subscribers at around 08:00 UTC on 
Monday according to the publication schedule visible on top of the page 
on Meta.
